Observing
institutions are institutions that have requested and received approval to
observe the events to gain a better understanding of this historic initiative.
All observing schools will be required to cover the actual costs of all the participants.
Any institution of higher education will be allowed to join as an observing institution, subject to space availability. Preference will be given to HBCUs and other minority-serving institutions. Special approvals will be granted to a few select high schools to send their students and teachers to the program as observers.
